AEP 2027: The Deadline Hasn't Changed, But the Rules Have

Every year around this time I have the same conversation with health plans.
"We should be in good shape for AEP."
And every year, sometime around August, someone discovers a missing approval, a translation bottleneck, an accessibility issue, or a vendor that is suddenly overwhelmed with volume. The reality is that enrollment doesn't fail because translation is hard. Enrollment fails because one delayed step creates a domino effect that impacts every subsequent deadline. The challenge for AEP 2027 is that there is even less room for error than in years past.
AEP Is More Complex than Ever
Between updated Section 1557 requirements, increased focus on health equity, and growing accessibility expectations, health plans are being asked to do much more than simply translate member materials. Evidence of Coverage (EOC) documents, Annual Notice of Change (ANOC) materials, Summary of Benefits (SB), provider directories, formularies, and member communications must not only be translated accurately, but also made accessible to individuals with disabilities and available to members in their preferred language.
For many organizations, the challenge isn't creating the English content.
Most health plans work with experienced authoring vendors that can successfully develop and deliver EOCs, ANOCs, SBs, provider directories, and other enrollment materials in English. The complexity begins once those materials must be translated into multiple languages, remediated for accessibility, quality reviewed, approved, and delivered within strict CMS deadlines for health plan enrollment.
Complex Workflows Create Bottlenecks
Every additional language introduces another layer of formatting, linguistic review, and regulatory oversight. Accessibility requirements add another workflow entirely, requiring documents to be remediated for screen readers, large print, Braille, audio, and other accessible formats. A delay in any one of these processes can ripple through every subsequent production milestone. Most plans still rely on multiple vendors to get the job done. One vendor handles translation. Another manages accessibility remediation. A third oversees print production. Someone else performs quality assurance. Every handoff introduces risk, delays, and opportunities for miscommunication.
I've seen plans spend weeks trying to determine where a document is stuck while CMS filing deadlines continue to march closer. At the same time, plans are under pressure to do more with less. Leadership teams want faster turnaround times, lower costs, and higher quality. Traditionally, those three things don't go together.
How AI Is Changing the Conversation
At TransPerfect Healthcare, we combine AI-powered translation workflows with healthcare-trained linguists, accessibility specialists, project managers, and quality assurance teams to streamline enrollment production from start to finish. Instead of moving documents between multiple vendors, plans can manage translation, accessibility remediation, large print, Braille, audio, quality review, and production through a single workflow.
The result is faster turnaround times, fewer bottlenecks, and significantly less risk during the busiest time of the year.
AI also helps plans reduce costs while maintaining quality and CMS compliance. By leveraging technology to accelerate repetitive tasks and pairing it with expert human review, health plans can meet aggressive enrollment deadlines without sacrificing member experience or regulatory requirements.
Just as importantly, TransPerfect has the capacity to scale when plans need it most. As enrollment volumes increase, we rapidly expand support through dedicated project managers, healthcare linguists, accessibility specialists, formatters, and quality assurance resources. Whether supporting a regional health plan or a national payer, our teams are built to handle the surge that comes with enrollment season.
The plans that succeed during AEP aren’t necessarily the ones with the most resources. They’re the ones that simplify their workflows before the rush begins.
Because nobody wants to discover in September that a 500-page EOC still needs translation, accessibility remediation, quality review, and CMS approval.
